National Community Service Awards Criteria

Ricardo Gambetta

2005 NLPOA Community Service Award Recipient

Ricardo Gambetta was appointed Director of Latino Affairs by Mayor Peterson on January 2, 2000. In his role he advise the Mayor on Latino/Hispanic public policy issues. Gambetta also serves as Executive Director of the Mayor's Commission on Latino Affairs.

Gambetta previously served as Spanish Interpreter & Latino Liaison at Wishard Hospital Hispanic Health Project. From 1995 to 2000 he worked for different local Latino organizations such Hispanic Hoosiers Inc. and Hispanic Education Center among others.

From 1998 to 2000 Gambetta was also a local radio and television political commentator. He was a Co-founder of the Indiana Latino Institute and the Indiana Latino Expo.

During the late eighties and early nineties Gambetta served for two different Peruvian government administrations as a special aide in the Office of the Minister of Defense and later as a personal adviser to the Minister of Interior. Also during this time he served as a private political consultant to other Peruvian government officials.

Gambetta attended the Political Science & Law School at Garcilaso University and the National Public Administration Institute. He also has participated in international training programs at the Inter American Political Management Center (Miami, FL) and the School of Political Management at George Washington University (Washington D.C). Gambetta is member of the National Association of Latino Elected & Appointed Officials (NALEO), and the American Association of Political Consultants.

 

Rosa Kasse
2004 Community Service Award Recipient
National Latino Peace Officers Association
Bestowed on October 16, 2004, Miami, Florida

Rosa Kasse was born in the Dominican Republic in a small town called La Romana. At nineteen, Rosa married and moved to New York; Rosa has 3 children and 6 grandchildren. Rosa moved to Miami in 1974 where she worked as a volunteer in several nonprofit organizations. During this time, Rosa completed her Bachelor’s Degree and helped found the Dominican Miami Lions Club and the Dominican Children’s Foundation. 
The needs of Hispanic communities in Dade County were invisible to local, county and federal governments though Hispanics were frequently in the majority. It was obvious to Rosa that the solution was political activism in which Hispanics identified with common causes while respecting what were in reality minor differences. Immigration issues, language barriers, education and training needs, these were core problems in the majority of Hispanic communities in Dade County and the answer, though not simple, was doable.

In 1987, Rosa brought together representatives from a variety of Hispanic minority communities and founded the Hispanic Coalition in 1988 of which she remains president. The idea behind the coalition is simple. There is power in numbers across multicultural lines when common causes are embraced and differences respected.
Rosa is a specialist in subjects like immigration she is a professional in seeking solutions to social problems such as domestic violence prevention, economic development, business opportunities and advocacy for youth development.
 

 


Jess Quintero
Community Service Award 2003

Originally from Fresno, California, Jess served one year in the Army National Guard and served one tour of duty in the United States Air Force. Moving to Washington, D.C. Jess worked at the U.S. Department of Justice, Community Relations Service. Jess completed his federal government service in 1994, as the Deputy Director of EEO and Civil Rights.

Jess has worked with numerous community groups and in the last 10 years, he has worked with law enforcement associations and veterans groups including: the Vietnam Veterans of America; the American GI Forum and National Commanders of the American GI Forum. Jess currently works as the Legislative Representative for the National Latino Peace Officers Association.

Jess has traveled the entire United States and Puerto Rico working in improving the quality of life for all veterans and all law enforcement officers.

 


Angela Zavala
Community Service Award 2003

Angela Elizalde Zavala is the President and CEO of TIYM Publishing Company, Inc., in McLean, VA On October 30, 1985, she co-founded TIYM Publishing Company, Inc. On May 15, 1980 she served as Founder and Director of Viajes y Turismo, S.A., Bs. As., Argentina. She worked as legal research (conducted research on Argentine transportation law and labor management relations regarding transportation issues in Argentina.) In January 1980 , she was the Vice-Director of the yearbook Los Proveedores del Transporte, published by Editorial TIYM, S.A., Bs. As., Argentina.
