Rolf Garcia (Chief of Gettysburg, PA), NLPOA Pennsylvania State President

Rolf Garcia  been invited at the request of Homer C. Floyd, Executive Director of the

Pennsylvania Human Relations Commission (PHRC), to participate as a

Review Team Member.

 

The PHRC will be reviewing personnel practices and police/community relations

issues of the Harrisburg Bureau of Police, PA. Issues for review include:
 

1. Recruitment, screening and selection of police applicants which have had an
   
   alleged disparate impact on applicants based on race, sex and ancestry;
    

2. A variety of terms and conditions of current Officers including alleged disparate
   
   discipline, promotion and assignment based on race, sex and ancestry; an
    

3. Minority community/police relations.
    

The primary focus of this review will be the development of recommendations, rather than on a detailed investigation of past practices.
